The Orange County School District is required to complete a state document titled “Special Programs and Procedures – SP&P” to ensure that the requirements of the Individuals with Disabilities Education Act have been implemented. The document also verifies that all Florida statutes and state rules relative to students with disabilities are followed. Current and past plans may be accessed via this link to the Florida Department of Education ESE Policies & Procedures (SP&P)/Monitoring website.

The legal requirement for this document is based on Section 1003.57, Florida Statutes, and Rule 6A-6.03411, Florida Administrative Code. The SP&P contains all of the procedures for providing specially designed instruction and related services for exceptional students in Orange County.

The Orange County School District has utilized the state adopted procedural safeguards for parents of students with disabilities and provides copies to parents at the mandated intervals. The documents are available to parents in English, Spanish and Haitian-Creole. A parent brochure also outlines resources available in Orange County and the surrounding areas.

In addition to the SP&P, each school district in Florida has developed specific policies and procedures for the Exceptional Student Education process. The purpose of the district procedures is to ensure that all guidelines, regulations and mandates from the federal and state law are administered on a consistent basis throughout the school district and that parents and community stakeholders are informed relative to issues regarding students with disabilities.
