
Only students identified as having a disability under IDEA are eligible to receive PIP (Private Instructional Personnel) services. The statute is written under Florida State Statute 1003, Part V - Item 2. Item 2 in the statute states the following:
“The collaboration of public and private instructional personnel shall be designed to enhance but not supplant the school district's responsibilities under the Individuals with Disabilities Education Act (IDEA)."
PIP FAQ's
The "Request For PIP Application" link has now closed for the 2024-25 SY.
The link for the 2025-26 school year will reopen on July 1, 2025.
Step 1- submit a request for a PIP application. The request will require student, parent, and private provider(s) information, as well as uploading supporting documents.
Supporting documents include proof of professional licensure for all private providers, copy of green OCPS vendor for all private providers, and proof of insurance for all private providers.
- Sole Proprietor form - If an Independent contractors is NOT covered by their contracted company's workers' compensation, they MUST complete a Sole Proprietor form and upload it with the supporting documents.
Step 2- once the supporting documents and information have been verified and accepted, the PIP application will be sent to the parent and private provider(s) for electronic signatures.
Step 3- Once all parties have signed the application, the PIP department will email the approved application with a cover sheet and blank schedule to the school, parents, and private providers.
Start of Services:
For ABA Therapy- An observation of the student MUST take place BEFORE the collaborative meeting with school personnel occurs.
For ALL Private Therapies- A collaborative meeting with school personnel MUST take place BEFORE services begin.
These requirements may occur after the first day of the new school year, and can only happen after a submitted application has been approved.
Private Instructional Personnel (PIP) Insurance Guidelines - These are general guidelines to assist a private provider with gathering certificates of insurance. However, it is the responsibility of the private provider to read the full PIP application to understand the monetary requirements for insurance per OCPS vendor policy.
The PIP/RBT providing services under this Agreement will provide evidence of the following insurance:
Commercial general liability insurance on an occurrence basis with minimum limits of One Million Dollars
($1,000,000.00) per occurrence and Two Million Dollars ($2,000,000.00) aggregate, covering bodily injury,
including death, property damage, personal injury, premises, operations, products, completed operations,
independent contractors, and contractual liability.
Workers’ compensation insurance in statutory amounts in an amount not less than One Million Dollars
($1,000,000.00) each accident/ disease for the Private Instructional Personnel and all employees providing
services under this Agreement.
Professional liability insurance for any and all claims as a result of an action, lack of action, error or omission by
Private Instructional Personnel, its employees or subcontractors in an amount not less than One Million Dollars
($1,000,000.00) each claim and Two Million Dollars ($2,000,000.00) aggregate.
All coverage must be written by a carrier that has and maintains a rating of “A" or better and a financial size
category of "VII" or better according to A.M. Best Company, and is licensed in the State of Florida.
All insurance required shall be subject to approval by the School Board Risk Management department as to
coverage and the insurance carrier.
The School Board MUST be listed as a Certificate Holder for insurance with this EXACT WORDING:

PIP Insurance Example- this is an example of what an acceptable Certificate of Insurance looks like. We will NOT accept insurance policies, only Certificates of Insurance, which are typically on an Accord 25 form.
