Orange County Public Schools invites all families, employees and community members to participate in the School Start Times Survey to help the district decide whether to change school start times for high schools and elementary schools. Your participation is important because it ensures all our families’ voices are heard in this process.
Florida Statute mandates that school districts set middle and high school start times later in the morning, unless the district can provide a report including how their students, employees, families and community members feel about the change.
Research stresses the importance of middle and high school students getting enough sleep, and moving high school start times to later in the morning may help. Under the proposed change, elementary schools would start earlier than middle schools and high schools.

Through its governance powers, the School Board has adopted an extensive list of Board Policies to ensure there is a safe learning environment for all students and a safe working environment for all staff. One of the ongoing responsibilities of the School Board is to ensure its policies are current, practical, useful, readily available, clear, and comply with applicable laws due to changes in legislation, administrative rules, or District changes in practices.
School Board Policy Revision Process
In accordance with Chapter 120, Florida Statutes, titled Administrative Procedure Act, the School Board has adopted Policy BG School Board Policies and Policy Process which explains the rulemaking process in creating, revising, and repealing of policies. The public is invited to provide public comment at Rule Development Workshops and at the School Board meeting at which the policies are being considered. Technical Corrections
Policy BG School Board Policies and Policy Process allows for technical corrections to policies that have already been adopted through the normal statutory procedures. Section (3)(b) of that policy states: “Should it be determined by the Board, the Superintendent, or designee to make such technical corrections, it may be accomplished by resolution as part of the consent agenda without going through the normal policy adoption procedure.”
