Transfers Office of Student Enrollment

Academic Transfer

(Timeframe: Submitted from February  1st - April 30th of each school year)
An Academic Transfer is available to any high school student based on the following

     I. A continuation of a sequential academic course of study, such as:

        i. A second or higher course of a world language;
        ii. A third or higher course of a Career and Technical Education program; or

     II. Enroll in ROTC (initial entry into the program is restricted to rising freshman or sophomores, and no ROTC offered at zoned school).

The following conditions shall apply to Academic Transfers:

        a. A course cannot be available at the assigned school or through the OCPS Virtual School or Florida Virtual Online School or Career and Technical Education Center;

        b. An approved Academic Transfer is valid so long as the student is enrolled and is successful (a final course grade of C or better) in the requested academic subject and maintains a 2.0 or higher overall GPA;

        c. Academic Transfers are to the next nearest qualified school;

        d. The student must stay for the school year unless there is a change of address;

        e. Transportation is not provided by OCPS;

        f. Siblings are not eligible to transfer with the student who is granted the Academic Transfer, unless the sibling meets the same criteria contained herein;

        g. Transfers may be revoked pursuant to section (3)(e) above, or the student’s course grade is below C or overall GPA is below 2.0;

        h. A student who exits the designated course (basis for which the Academic Transfer was granted) must return to his or her assigned school and is not eligible for a Rising 8th or 12th grade Transfer; and 

        i. Courses within an available OCPS magnet program are not eligible for Academic Transfers; the magnet application process must be followed.

Academic Year Completion Transfer (AYC)

(Deadline: During school year only)

An Academic Year Completion (AYC) Transfer is available when the domicile of the Guardian changes within Orange County, Florida. The purpose of an AYC Transfer is to allow a student to remain at the enrolled school for the remainder of the current school year when the family moves within Orange County, Florida and outside the attendance area of the school. The following shall apply to Academic Year Completion Transfers:

  • The Transfer is only for the duration of the current school year;

  •  Proof of residence, including the occupancy date (month/day/year), for a new lease for a rental property or property sales documentation or the purchase of a home, as the case may be, must accompany the request;

  • The new residence must be in Orange County, Florida; and

  • Transportation is not provided by OCPS.

Controlled Open Enrollment Capacity Transfer (COECT)

(Timeframe: Submitted online from February 1st to April 30th of each school year)

This transfer allows a student to transfer from any school, whether it is an OCPS school or not, to a school that has available capacity. Out of Orange County applications are available as well from Feb 1 to April 30. The application is ONLINE ONLY as there is a lottery that will take place after the application period. Applications must be complete (including approved Birth Certificate and approved Verification of Residence) in order to be included in the lottery. Notifications of approval/rejection of documents via email will occur after a completed application has been submitted. No results of the lottery can be shared until after the lottery occurs. Once parents are notified, the student must be enrolled by the date in the notification.  

  • A list of qualifying receiving schools is revised and published annually. Schools may be added or removed annually based on capacity and projections.

  • The receiving school must have available capacity and be on the approved list published by the OCPS Office of Student Enrollment;

  • The student must stay for the entire year unless there is a change of address.

  • Transportation is not provided by OCPS.

  • The list of receiving schools may be modified by OCPS based on programmatic changes or volume of requests;

  • The student requesting the Transfer cannot be subject to a current expulsion or suspension from the student's current OCPS school or other school district;

  • Students residing outside of Orange County are eligible for this Transfer; however, students residing in Orange County may not be displaced by a student from another district seeking enrollment under this Transfer;

  • Students may participate in interscholastic and intrascholastic extracurricular activities if they are enrolled at an OCPS school under this Transfer. However, the student may not participate in a sport if the student participated in the same sport at another school during the same school year, unless the student meets one of the following criteria:

  • Dependent children of active duty military personnel whose move resulted from military orders;

  • Children who have been relocated due to foster care placement in a different school zone; or

  • Children who move due to a court-ordered change in custody due to separation or divorce, or the serious illness or death of the custodial parent.

  • Siblings of an existing K-4, 6-7, or 9-11 student may apply for a Controlled Open Enrollment Transfer, so long as the school has an available seat for the sibling.

ESE Sibling Transfer

(Deadline: processed year round and based on Siblings IEP)

This transfer is available only for students who have siblings who have been assigned on an Exceptional Education Program Placement at a school other than their assigned school. (Exceptional Education students are students with disabilities who have been staffed into Exceptional Education programs such as Intellectual Disability, Emotional/Behavioral Disability, Autism Spectrum Disorder, etc.) 
There is no Transfer eligibility for siblings of McKay Scholarship recipients. The following shall apply to Sibling Transfers;

  • There is no transfer eligibility for siblings of McKay Scholarship recipients.

  • Students may remain at the school until all grade levels at the school are completed (K-5, 6-8 or 9-12).

  • The student must stay for the school year unless there is a change of address or placement of the ESE student.

  • If OCPS provides transportation to the ESE student, then siblings are eligible for transportation for so long as the ESE student is being served at a particular school.

Grandfathered Transfer

(Timeframe: Processed by April 30th prior to the opening of the new rezoned school or up to 15 days after Board approval takes place after April 30th.)

This transfer is available only for students who:

  • have been rezoned by OCPS two or more times during a grade level (K-5, 6-8, 9-12) at the current address or

  • who has been rezoned from an established school to another established school or

  • will be in 5th or 8th grade when the new school opens.

In this case, the student may remain at the existing school instead of being assigned to the rezoned school or rezoned for the 5th or 8th grade year. The following shall apply to

Grandfathered Transfers:

  • Siblings are not eligible to transfer with the student who is granted the Grandfathered Transfer, unless the sibling meets the same criteria contained herein; and

  • Transportation is not provided by OCPS.

Medical Transfer

(Deadline: processed year round)

A medical transfer is for any student who has a serious medical condition that is sufficient to warrant a Transfer based on proximity to the treating medical facility or the condition cannot be served at the zoned school. The following shall apply to Medical Transfers:

  • Documentation from a physician is required and may be reviewed by OCPS designated medical staff;

  • Medical Transfers are to the next nearest qualified school;

  • The student must stay for the school year;

  • Siblings of a student granted a Medical Transfer may also apply for a Medical Transfer to the same school; and

  • Transportation is not provided by OCPS.

Open Seat Transfer

(Deadline: October 15th - March 15th)

An Open Seat Transfer allow a student to transfer to a school that has available capacity at the requested grade level. The following shall apply to Open Seat Transfers:

  • The list of available receiving schools is revised and published annually;

  • The receiving school must have available capacity at the grade level and be on the approved list published by the OCPS Office of Student Enrollment;

  • The student must stay for the entire school year, unless there is a change of address;

  • Transportation is not provided by OCPS;

  • Students residing outside of Orange County are eligible for the Open Seat Transfer;

  • The list of approved receiving schools may be modified by OCPS based on programmatic changes or volume of requests; and

  • An approved transfer may be revoked if the transfer is not utilized within the timeframe specified on the approved letter.

  • Siblings of an existing K-4, 6-7, or 9-11 student may apply for an Open Seat Transfer to the same school as the student granted the initial Open Seat Transfer, so long as the school has an available seat for the sibling.


Pending Move Transfer

(Deadline: processed year round)

A Pending Move Transfer allows a student to attend a school of the Guardian's future residence/domicile when the move in or closing date, as the case may be, is within sixty (60) days from the date the application is submitted. The following shall apply to Pending Move Transfers:

  • Both current and prospective addresses must be located within Orange County, Florida.

  • Transportation is not provided by OCPS;

  • If the family does not move by the date provided, the student will be moved to the original zoned school; and

  • A legal document signed by both parties, such as a contract, indicating the location of the prospective address and the proposed occupancy date (month/day/year) is required.

Psychological Transfer

(Deadline: processed year round)

This transfer is for any student who has a compelling psychological reason or condition that is sufficient to warrant a transfer. The following shall apply to Psychological Transfers:

  • The Psychological Transfer may be reviewed by one of OCPS' designated psychologists;

  • Documentation from a mental health provider is recommended to be provided when applicable;

  • Psychological transfers are to the next nearest qualified school as determined by the Office of Student Enrollment or to remain at the current school;

  • The student must stay for the school year unless there is a change of address;  

  • Transportation is not provided by OCPS; and

  • Siblings are not eligible to transfer with the student who is granted the Psychological Transfer, unless the sibling meets the same criteria contained herein.

Rising 5th, 8th, or 12th Grade Student Transfer

(Deadline: Processed year round)

The Rising 5th, 8th, or 12th grade student transfer allows a rising 5th, 8th or 12th grade student whose Guardian moves within Orange County during their 4th, 7th, or 11th grade school year complete the 5th, 8th, or 12th grade level at the school assigned to their previous address. The following shall apply to Rising Transfers: 

  • The student must stay for the entire year unless there is a change of address;

  • Transportation is not provided by OCPS; and

  • Siblings are not eligible to transfer with the student who is granted the Rising Transfer, unless the sibling meets the same criteria contained herein.

OCPS Staff Transfer

(Deadline: processed year round)

  • Students of OCPS staff may request an OCPS Staff Transfer if the student's Guardian works in a particular school or OCPS facility and the Guardian desires to have the student enrolled at that school or the next nearest qualified school if the school of employment or facility does not serve the student's current grade level;
  • Student of OCPS Staff do not qualify for an OCPS Staff Transfer to schools that ar solely magnet schools. The OCPS staff member must apply to the magnet school through the magnet school application process as detailed in school board policy (JCA);
  • Student of OCPS Staff do not qualify for an OCPS Staff Transfer to an OCPS alternative school, unless a specific exemption is provided by the Superintendent or Designee;
  • Transportation is not provided by OCPS; and

  • Transfers by be revoked pursuant to section (3)(e) in school board policy JCA, or will be revoked if the student's Guardian leaves OCPS employment.


All approved transfers are valid for the duration of all grade levels at the assigned school (K-5, 6-8 or 9-12) unless there is a change of address, please contact school with any address change.

Transfers may be revoked if the student is excessively tardy to school, remains at school beyond the dismissal time without prior arrangements with school officials, or is referred to the principal for disciplinary action.


Parents or legal guardians who wish to apply for their child to transfer to a school other than their assigned school for one of  the above reasons must submit an application to the OCPS Office of Student Enrollment between February 1and April 30 for transfer with stated deadlines.
