School Board Policies Overview

The District is operated in accordance with policies established by the School Board and regulations developed by the Superintendent. Pursuant to section 1001.43(1), Florida Statutes, the School Board may “adopt programs and policies to ensure the safety and welfare of individuals, the student body, and school personnel…” Section 1001.49, Florida Statutes, delineates the power of the Superintendent which includes recommending, preparing, and organizing by subjects and submitting to the School Board for adoption such policies and rules to supplement those adopted by the State Board of Education that will contribute to the efficient operation of any aspect of education in the District. The policy process, which is also referred to as “rulemaking,” is governed by Chapter 120, Florida Statutes.

The School Board adopts policies after careful deliberation, and the District administration implements the policies through specific procedures. Policy development in a modern, forward-looking school system is a dynamic, ongoing process. Changes in state law and State Board of Education rules, changes in District procedures, new topics or issues, and the need to provide clarification in existing policies give rise to the continuing need to develop new policies and/or to evaluate and revise existing ones.

It is the hope of the School Board that this collection of policies will make greater harmony and efficiency possible in all areas of school operations. It is expected that all employees familiarize themselves with and follow School Board policies and procedures. These policies shall also be an informative resource for the students and citizens of Orange County who seek specific information about their school system.
