About Redistricting and Reapportionment

After each decennial Census, the Legislature redraws the districts from which Florida voters elect their state representatives, state senators, and members of the U.S. House of Representatives.

  • Redistricting” is the redrawing of congressional and state legislative districts to adjust for uneven growth rates in different parts of the state. Districts determine which voters participate in which elections.

  • Reapportionment” is the redistribution of seats in the United States House of Representatives among the fifty (50) states, based on the decennial census. Each state gets at least one (1) seat. Effective with elections in 2022, Florida gets twenty-eight (28) representatives in the U.S. House of Representatives, an increase of one (1) from the last decade. Two (2) U.S. Senators represent the entire state.


Section 1001.36, Florida Statutes, titled District school board member residence areas, requires The School Board of Orange County, Florida (School Board) to make changes that it “deems necessary in the boundaries of any district school board member residence area at a meeting of the school board, provided that such changes shall be made only in odd-numbered years” and that no boundary change that “would affect the residence qualifications of any incumbent member shall disqualify such incumbent member during the term for which he or she is elected.”

The Mission

The School Board is legally required to review, formulate, and approve a reapportionment plan and to adopt a resolution setting forth the boundaries for that plan prior to the end of 2021.  Following its review of the 2020 Census data, the School Board must redraw the seven (7) residence area boundaries to achieve school board member residence areas that are reflective of the population changes that have occurred since the 2010 Census and approve the new boundaries at an upcoming School Board meeting.

The Process

On September 28, 2021, the 2021 Orange County School Board Reapportionment Advisory Committee (2021 RAC) was created by the School Board (see link to Resolution on the left). This citizen-led group is charged with reviewing the decennial census data and then proposing and analyzing maps reflecting various possibilities for adjustments to the school board district boundaries that are compliant with the redistricting criteria.  The 2021 RAC will then recommend maps reflecting proposed school board district boundary adjustments to the School Board for their consideration and eventual adoption.

Important Notes

The proposed school board district map will NOT impact school attendance zones.  It will NOT impact where your child attends school.  It may, however, impact in which school board district you may vote.  After several public meetings, the School Board will approve a revised school board district map. You can view the entire process and find additional information on this website (see the links on the left) and we encourage you to attend the meetings held throughout the district.  You can also provide comments throughout the process in person or online.

Resident Participation

The final school board districts will be set for the next ten (10) years, so Orange County resident engagement is critical. Orange County residents are encouraged to attend the meetings of the 2021 RAC to voice their opinions about how the lines are drawn.  Individuals who attend the 2021 RAC meetings in person will be able to submit physical public comment forms that will be supplied by staff on-site.

Orange County residents who are unable to attend a 2021 RAC meeting in person can submit public comments electronically. Those who wish to submit public comments electronically must complete the online Electronic Public Comment Form available here.

The deadline for submitting electronic public comment is 11:59 p.m. (EST/EDT) two (2) days prior to the 2021 RAC meeting at which you would like to have your electronic public comment submitted so that the staff can compile all of the public comments and provide them to the 2021 RAC members for consideration.  If your electronic public comment is submitted on time, then your name and the brief topic that you provided through the form will be read and included as part of the “public comment” portion of the 2021 RAC’s meeting agenda.  Your electronic public comment will additionally be added to the 2021 RAC meeting record and provided to the members of the 2021 RAC for their review and consideration. Please note that the full contents of your public comment will not be read at the 2021 RAC meeting.

Citizens also have access to the web-based software tool that permits them to try adjusting the school board district boundaries themselves.

The Deadline

By December 31, 2021, the School Board will have approved the adjustments to the school board district boundaries.  These adjusted boundaries will be effective for elections in 2022.
