The responsibility for building code compliance services for Orange County Public Schools (OCPS) has been assigned to the Facilities Division. The District’s Building Code Compliance Office has been eliminated, and permitting, plan reviews, inspections and occupancy certifications are being accomplished by a third-party vendor. MGO Connect will continue to be the platform used to administer the program.
Previously issued permits are still valid and active. New inspection requests under existing permits can be requested via MGO Connect following existing procedures.
Previously rejected permit applications for master permits should be revised as appropriate per previous comments and resubmitted. Contractors who believe that the previous submission was adequate may resubmit for review by the successor building official.
New projects will be issued a single building permit; separate subcontractor permits will not be required or issued, and inspections will be requested under a single permit number. The permit application form will be provided on MGO Connect and the District's website.
Existing projects with separate subcontractor permits will continue to include subcontractor permits until further notice; however, no additional subcontractor permits will be issued. Subcontractors for previously issued master building permits who have not yet obtained a subcontractor permit are not required to submit a permit application. The master permittee can add the subcontractor to the permit by updating the permit application using the permit application form available on MGO Connect.
Requests for certificates of completion or occupancy can be submitted in MGO Connect following previously existing procedures.
Documents requiring plan review can be uploaded following existing procedures.
RFIs, PRs, or ASIs no longer require the approval of the building official or Office of the Fire Marshall. RFI responses, PRs and ASIs must be issued and sealed when appropriate by the architect or engineer. (OCPS requires that all PRs and ASIs be sealed by the respective architect or engineer; RFI responses communicating changes to the documents must also be sealed.) Approved documents must be maintained on site by the contractor and be made available to the inspector at the time of inspection.
Contractors and subcontractors who have not previously accessed MGO Connect must register for an account on MGO Connect before submitting a permit application or accessing an existing permit.
