Legislative Update, Feb. 14-18, 2022
Overview
This week, the Florida Legislature completed the sixth week of its Legislative Session, and the 2022-23 annual budget received much of the attention. As in prior weeks, however, bills related to education also continue to feature prominently (see Bill Activity below).
The Senate on Thursday unanimously passed its $108 billion budget proposal – the largest in state history – setting up a conference with the House, which passed its own $105 billion budget earlier this week. Bipartisan approval of the Senate’s plan – with almost no debate – differed from the process in the House, where Democrats were opposed to several controversial elements that are not in the Senate version of the budget. While both budgets boost per-student spending to over $8,000 for the first time, the Senate has a higher per-student funding number and does not include a House provision that uses a funding “adjustment” to reward school districts that did not require masks during the pandemic while punishing those that did, including Orange County Public Schools.
The two chambers now have until March 8 to agree on a budget to send to the Governor, if they want to finish the annual 60-day session on time. The session ends on March 11, but legislators have to wait 72 hours to vote once the final budget is published.
A House bill (HB 1557) that would limit discussions of sexual orientation or gender identity in kindergarten through third grade advanced through its final committee of reference. On Thursday, the House Judiciary Committee passed the bill on a 13-7 vote – making it ready to be considered on the House floor. Supporters say the measure is aimed at asserting the rights of parents to control what their kids learn in school. Opponents worry the proposal could be detrimental for some children, especially LGBTQ youth and kids living in abusive households. A Senate version of the bill (SB 1834) still has two more committees to clear.
