Board conducts work session (May 17, 2022)

Today, the Orange County School Board met for a scheduled work session at the Ronald Blocker Educational Leadership Center to discuss revisions to the following policies and the Code of Student Conduct Handbook:

DFAA – Use of Surplus Funds
DIE – Audits/Financial Monitoring (Changing policy name to Audits and Financial Monitoring)
EBB – Safety Program (Changing policy name to Accident Prevention and Safety Program)
JIC – Code of Student Conduct
2022-23 Code of Student Conduct

The following policies were recommended for repeal as they are incorporated into policy JIC and the Code of Student Conduct Handbook:
     •  JICA – Student Dress
     •  JK – Discipline of Students
     •  JKA – Corporal Punishment
     •  JKB – Detention of Students
     •  JLIA – Supervision of Students
     •  EEAEC – Student Conduct on Buses

Interim Chief Financial Officer Doreen Concolino then reviewed the Operations and Capital Budget with school board members in regard to the estimated revenue, appropriations and future issues. The budget includes an increase of 5,396 students bringing the projected Full-time Equivalent to 214,554 students. That number does not include VPK students.

Operating budget impacts include:
     •  Includes Florida Retirement System rate increase of $10.4 million
     •  Includes minimum wage requirement of $15 per hour
     •  Increase in teacher salary allocation - $18.5 million
     •  Increase in mental health allocation - $1.5 million
     •  Increase in safe schools allocation - $2.3 million
     •  Increase in reading allocation - $3 million
     •  Increase in transportation allocation - $3.5 million

In an effort to reduce expenditures in order to offset recurring salary increases, a reduction of $7.8 million in instructional materials and diagnostic programs was identified. Future savings are being determined by streamlining curriculum resources, shifting to electronic processes, continue virtual meeting options, offering telework opportunities and conducting a systemwide review to identify software duplication.

Next steps: School board members will take public comment on policy revisions at a Rule Development Workshop scheduled for May 31, 2022. The Superintendent will prepare the budget for public hearings and school board adoption at future dates.
