Controlled Open Enrollment Capacity Transfer (COECT)

Eligibility for this transfer is described below:

This transfer allows a student to transfer from any school, whether it is an OCPS school or not, to a school that has available capacity. Out of Orange County applications are also available from Feb 1. The application is ONLINE ONLY as there is a lottery that will take place after applications close on April 30. Applications must be complete (including approved Birth Certificate and approved Verification of Residence) in order to be included in the lottery. Notifications of approval/rejection of documents via email will occur after a completed application has been submitted. No results of the lottery can be shared until after the lottery occurs. Once parents are notified by email, the student must be enrolled by a proscribed date.

Must be enrolled by: May 27, 2022

Relevant factors are as follows:
  • The list of available receiving schools is revised and published annually;
    **Pending seats may be impacted by magnet placements
    **If the school is new or newly renovated, no transfer students are placed in its first year of operation.

  • The receiving school must have available capacity and be on an approved list;

  • The student must stay for the entire school year, unless there is a change of address;

  • Transportation is not provided by OCPS;

  • The list of sending and receiving schools may be modified by OCPS from time to time based on programmatic changes or volume of requests;

  • Transfers may be revoked if the student is excessively tardy to school, remains at school beyond the dismissal time without prior arrangements with school officials, or is referred to the principal for disciplinary action.

  • Priority for the Transfer shall be given to the following groups:

    • Students residing in Orange County, Florida

    • Dependent children of active duty military personnel whose move resulted from military orders;

    • Children who have been relocated due to foster care placement in a different school zone;

    • Children who move due to a court-ordered change in custody due to separation or divorce, or the serious illness or death of a custodial parent

Any change of address requires a new transfer application so please make sure your address is correct on your student’s records before applying for a transfer. It is important to remember that any application for a transfer that contains incorrect information will be grounds for the denial of an application or the immediate revocation of the transfer. Only the OCPS Office of Student Enrollment, Office of School Choice, Title 1 Department and Exceptional Education Department can approve a transfer or placement.
