Welcome to the Office of Business Opportunity (OBO)  Our office strives to ensure participation of local, small, veteran-, minority- and woman-owned businesses in providing goods and services to Orange County Public Schools. Through implementation, management, and monitoring of the district's Minority and Women-owned Business Enterprise (MWBE), Local Developing Business (LDB) and Veteran Business Enterprise (VBE) programs, the Office of Business Opportunity seeks to ensure OCPS purchases from small and diverse businesses. In support of the district's mission, to lead our students to success with the support and involvement of families and the community, the Office of Business Opportunity promotes economic investment in the local community. When the district purchases from diverse and small businesses, it has a positive fiscal impact on the local economy; thereby, benefits the students of Orange County Public Schools.

Purpose

The Office of Business Opportunity supports the district's goals of sustained community engagement and operational efficiency by ensuring that funds used to support educational excellence are spent locally with small and diverse businesses; thereby, supporting the economic vitality of the community. Investment in the local economy benefits the families of Orange County students.

Learn about business opportunities with OCPS, meet and greet Procurement staff, find out about the district’s minority/woman owned, small business and veteran owned business programs and how to do business with OCPS by attending our monthly webinars. Webinars are from 9:00 am to 11:00 am.

  • BCCO - Contractor's Training: Register for this training at the Building Code Compliance Office Webpage.
  • Payment Verification Form: This form is used to report payments made to MWBE, LDB and VBE subcontractors by construction management and architectural firms. It is prepared, certified for accuracy, and submitted with the monthly Design & Construction Vendor Payment Form Contractor Pay Application package.
  • Architectural & Engineering Services Fee - M/WBE / LDB / VBE Participation Form: The AE's M/WBE / LDB / VBE Participation form is required to be submitted to the Office of Business Opportunity within ten (10) business days of the execution of the contract.
  • Instructions for Payment Verification Form:  The instructions provide detailed information on how to complete the Payment Verification Form.
  • LDB Checklist :This document provides a list to ensure completeness of the LDB Application.
  • LDB Application: This LDB Application should be completed by organizations who wish to be certified as a local developing business.
  • Personal Net Worth Template: This form enables the business owner to provide information regarding his or her net worth. An evaluation of the business owner's net worth is required for LDB Certification.
  • OBO Registration Form: This form should be completed by all MWBE, LDB and VBE firms wishing to be listed in the Office of Business Opportunity Directory. Vendors included in the directory are notified when opportunities arise for the commodity/service they provide.
  • NIGP Codes: List of NiGP Codes - needed for the LDB Eligibility Form and page two of the OBO Vendor Registration Form
