Keshara D. Cowans 
serves as a staff attorney in the Office of Legal Services.  In that capacity, she serves as the Equal Employment Opportunity (EEO) Officer, Equity Officer, and Title IX Officer.  Her primary practice areas include employment discrimination and Title IX compliance.  She also serves as the legal advisor for the OCPS District Police.

Prior to joining OCPS, Ms. Cowans served as bar counsel with the Florida Bar for over 10 years.  She investigated complaints against attorneys accused of violating the Rules Regulating the Florida Bar and handled all phases of the disciplinary trial, including filing appellate briefs with the Florida Supreme Court.

Ms. Cowans has been recognized by the National Bar Association as one of the Nation’s Best Advocates: 40 Lawyers Under 40, and by the Florida Association for Women Lawyers as a “Leader in the Law.”  In 2017, her peers recognized her as one of the top Government/NonProfit attorneys in Florida Trend’s Legal Elite.

A proud Floridian, Ms. Cowans earned her Bachelor of Science in Criminology and her Juris Doctor from Florida State University.  She is a member of the Executive Council of the Orange County Bar Association, where she previously served as president of the Young Lawyers Section.

Ms. Cowans is a frequent lecturer on ethics and professional responsibility, presenting to local law schools, government agencies and voluntary bar organizations.  She enjoys spending time with her husband and three children, and cheering for the Seminoles!
